The California Woman, Deborah Sue Culwell, 54, was arrested on Monday after she was found dumping seven puppies in a plastic bag in Coachella, California. Her activities were caught by the CCTV camera while she tossed the puppies next to the recycling bin.

As per the Riverside County Animal Services Commander Chris Mayer, the lady was taken into custody on the suspicion of felony animal cruelty at approx. 5:30 p.m. on Monday, April 22.

She was caught on the surveillance camera footage on Thursday, April 18 while she was walking towards the recycling bin and throwing the plastic bag. Then she casually returned to her jeep leaving puppies in the heat of 90 degrees.

After an hour, a pa s serby found the puppies while rummaging and discovered they were still alive. All the dogs were three days old and were of terrier mixes.

As per the Riverside County Animal Service Commander Chris Mayer, the puppies would not have survived if it was not found within an hour. As per him,

The Good Samaritan played a major role in saving theses puppies' lives. His actions were humane and heroic. There is no excuse for dumping puppies. Especially in today's age when we or other shelters would be willing to get these animals to foster parents or rescue partners. This was a shameful act.

He also added that they went to Deborah's home on Monday, April 22 and found 30 dogs.

They also said that all the puppies are now being cared in a foster volunteer and are doing well over there.
